SOP For Districts Under MCO 3.0


  • Interdistrict and interstate travel is strictly prohibited (only allowed for emergency reasons or for work) - roadblocks will be set up at district borders.
  • Only takeaways, drive-thru and delivery (no dine-in) are allowed for restaurants and F&B outlets in MCO districts (till 12AM only).
  • All schools and education institutions in Selangor will be closed from 6th of May onwards.
  • Ramadan bazaars in Selangor's MCO districts will not be allowed to operate from 8th of May onwards, however, bazaars in KL are allowed to operate with limited hours (3PM - 8PM only).
  • Aidilfitri bazaars are on the other hand allowed to operate until 10PM with tightened SOP (e.g: reduced capacity, children below the age of 12 will be denied entry).
  • Number of passengers per vehicle is as per capacity of vehicle (e.g: 5 passengers are allowed in a 5-seater car).
  • Citizens who need to cross district lines to head for their vaccination appointments do not require a permission letter from the police and can simply flash their proof of appointment on MySejahtera app, website, or SMS if stopped by authorities.
  • Permission letters issued by employers to head to work are sufficient for employees who need to cross district lines - PDRM approval is not required.
  • Interstate and interdistrict travel for married couples living apart are allowed upon obtaining permission from the police/PDRM.
  • Sports and recreational activities with no physical contact (e.g: aerobics, zumba, taichi) are allowed with the practice of social distancing. Swimming pools, gyms, and sporting facilities have to however suspend operations temporarily during the MCO period.
Masks are mandatory in all public spaces and can only be taken off:
  • While at home with only family members
  • White in hotels or accommodation with only family members
  • When alone in work space
  • While doing sports or recreational activities (indoors and outdoors)
  • In the car with only family members
  • Indoors or outdoors without other individuals around
  • While eating or drinking

  • Clubs & pubs
  • Theme parks & indoor playgrounds
  • Karaokes
  • Cinemas
  • Contact sports & tournaments involving audiences
  • Group sports and events such as fun runs & marathons
  • Social activities involving big groups including weddings, receptions, gatherings, retreats, birthday celebrations, kenduri, and more.
  • Business events involving big groups such as seminars, conferences, talks, exhibitions, and more.
List of reduced operating hours:
  • Restaurants & F&B outlets: 6AM - 12AM
  • Petrol stations: 6AM - 12AM
  • Convenience stores, kedai runcit: 6AM - 12AM
  • Pharmacies: 6AM - 12AM
  • Hospitals, clinics, medical labs: 24 hours
  • Pasar harian, pasar tani, pasar awam: 6AM - 2PM
  • Vets & pet stores: 6AM - 10PM
  • Laundry shops: 6AM - 10PM
  • Barbers, hairdressers: 6AM - 10PM
  • Optical shops: 6AM - 10PM



Full List Of SOP For States Under CMCO
  • Inter-district travel is now allowed in all states in Malaysia with the exception of Sabah and Sarawak.
  • Datuk Seri Ismail Sabri Yaakob has clarified that travelling between KL and Selangor is allowed during the CMCO period as KL and Selangor are considered one zone. Permission from police has to be sought for those who wish to travel from KL or Selangor to Putrajaya unless you have a permission letter for work.
  • Interstate travel remains banned in CMCO states.
  • The previous ruling of only allowing 30% of employees to work from the office has been abolished. All employees in the private sector can return to work in offices from 1 April onwards.
  • All social and businesses (including those that were previously not allowed to operate such as theme parks, spas, massage parlours, reflexology centres, manicure and pedicure centres, cinemas, museums, zoos, tourism activities, and more) are now allowed to operate with strict adherence to SOP. All premises in CMCO states can only operate within 50% of their original capacity.
  • All permitted businesses can operate daily from 6AM - 12AM (eateries and food delivery services may now operate till 6AM during the Ramadan period).
  • Business premises must be equipped with hand sanitizers, thermometers, and mySejahtera code/registration books. Patrons with temperatures above 37.5 celsius should not be allowed entry.
  • Formal and informal events including celebrations, social gatherings, wedding ceremonies (akad nikah), banquets, religious ceremonies, retreats, face-to-face meetings, conferences, workshops, talks, exhibitions and more are now allowed with compliance to SOP.
  • Dine-in at restaurants and F&B outlets are now allowed with 1 metre of social distancing and adherence to SOP. There are no more restrictions to the number of patrons per table.
  • The 10KM travel limit has been removed and number of passengers is now allowed as per capacity of the vehicle (e.g: 5 passengers are allowed in a 5-seater car).
  • High-risk individuals and children are discouraged from heading out to public, open, and crowded places.
  • Religious activities at mosques, suraus, and non-Muslim places of worship are allowed with attendance limits set by the respective State Religious Authority, Ministry of National Unity, or the Ministry of Federal Territories.
  • Public transportation as well as e-hailing services are allowed to operate as per usual.
  • Face masks are mandatory in public areas with the exception of in your own home, your own workspace, while doing sports or recreational activities (both indoors and outdoors), in your own vehicle with family members, in public spaces with no one else around.
  • Sports and recreational activities including games and matches are now allowed except activities that make physical distancing difficult to observe (see list of prohibited activities for more information).

  • Activities at nightclubs or pubs.
  • Mass activities that involve the gathering of large crowds that makes it difficult to practice social distancing (e.g: marathons, fun runs).
  • Overseas tourism activities.
  • Interstate travel for CMCO states.
